The inauguration is confirmed by the PMO’s October 25 announcement. It does not certify a fintech app or establish a specific reduction in outages or cyber incidents.
Bhubaneswar’s October 25 inauguration
Prime Minister Narendra Modi inaugurated the Reserve Bank of India’s newly established Data Centre and Cybersecurity Training Institute in Bhubaneswar, Odisha, on October 25. The Prime Minister’s Office confirmed the event in its October 25 government announcement, published by the Press Information Bureau at 7:29 p.m. India Standard Time.
The status is an opening, not an approval for a project still to be built. Both facilities are described as inaugurated that day. Their institutional purpose concerns digital financial infrastructure and cybersecurity capability, rather than a new service being offered by an individual fintech startup.
YourStory’s inauguration report, attributed to PTI, puts the data-centre project at ₹169 crore and reports that it occupies an 18.55-acre site at Info Valley-II in Jatni. Those project details come from the report; the official PMO announcement is the primary confirmation that the inauguration took place.
Infrastructure alongside an institution for skills
The two facilities address different layers of financial-sector capacity. YourStory reports that the data centre is intended to host mission-critical payment and settlement systems and other RBI initiatives. The training institute is described as a dedicated setting for cybersecurity and enterprise-technology training, research and capability development.
The official announcement frames the event around a more secure financial system and stronger digital infrastructure. Those are the government’s stated purposes. They are not a before-and-after performance study, and the announcement does not provide an app-level latency measure or a tested reduction in cyber incidents.
The project also has a longer construction history than the inauguration date. YourStory reports that then RBI governor Shaktikanta Das laid the foundation stone on March 22, 2023. That earlier milestone is background. The fresh development on October 25 is the opening of the newly established facilities, not the first announcement that a centre would be constructed.
What the inauguration does—and does not—establish
Confirmed opening
The PMO announcement confirms inauguration of both RBI facilities on October 25.
Stated purpose
Digital infrastructure and cybersecurity capability are the announced institutional agenda.
Separate measurement
No app-level improvement, outage reduction or security certification follows without specific evidence.
The financial-technology context
For fintech operators, the opening belongs to the institutional environment around digital finance. It should not be described as regulatory approval for a particular application or evidence that a startup directly uses the centre. No such company-specific connection is established in the materials reviewed for this article.
Infrastructure and workforce capability can be discussed together without treating them as the same asset. The centre concerns computing infrastructure; the institute concerns a platform for developing skills and research. Evidence about either facility’s later contribution would need to identify the relevant system, activity and observation period.
That separation matters when public-infrastructure news reaches consumer-facing technology. A verified institution is not a blanket guarantee about every interface built elsewhere in the financial ecosystem. The concrete news is that RBI now has these inaugurated facilities in Bhubaneswar. Their operational effect is a subsequent question, not an outcome supplied by the ceremony itself.
